  Solution:
               
 We start by identifying the equation for the boundary line of the shaded region.
                  The boundary line is a horizontal line whose y-intercept is 2.
                  Any horizontal line will have an equation of the form y = k, where k is the y-intercept.
                  This means that the equation for this boundary line is y = 2
                  The boundary line is dashed, the corresponding inequality must be either   y > 2 or y < 2
                  If we use the coordinates of the point (0,0) corresponding to dashed region then
                  the inequality y < 2 is true for the point  (x,y) = (0,0), it will also be true for all of the other
                  points corresponding to the shared region.
